Federal Court to Review IRS Appeal in Y. Case Special to The Tribune DENVER The U.S. 10th Circuit Court of Appeals here has taken under advisem*nt an appeal by the Internal Revenue Service of a 1980 ruling that halted an IRS effort to acquire the names of people who made taxdeductible donations to Brigham Young University between 1 1976 and 1979. An IRS attempt to investigate claims that the property contributed to the private university was purposely overvalued by the donors was shot down by Judge David K. Winder, U.S.
District Court for Utah, who ruled in March 1980 that BYU need not comply with the IRS summons. The three circuit court justices heard oral arguments Friday by BYU lawyers and government attorneys over Judge Winder's ruling which held that the IRS had not sufficiently provided the court with evidence that would justify issuance of the summons. The IRS claimed in its petition, that asked for the names and addresses of people who donated tax-deductible property to the university, that tax returns of 162 people who contributed items to BYU showed the value of the goods may have been purposely exaggerated to increase the size of the tax shelters the contributions would provide the donors. According to the petition, the IRS said 162 donors had claimed contributions to BYU totaling $18 million while the actual value of the donated property was around $2 million. Among the items given to the school during the three-year period were coal mines, silver mining claims, Indian jewelry, undeveloped land and various art objects.
Judge Winder ruled that the "John Doe" summons issued to the school by the IRS was not enforceable because the IRS failed to provide a "reasonable likelihood" that all donors to the school purposely inflated the value of their gifts. "What is required," Judge Winder wrote, "is some logical basis for believing that because some members of the class have been shown to have violated the revenue laws, there is some likelihood others may have done so." The judge added, "In order to satisfy the requirements (of the law) in this case, it is not enough to state that because the BYU donors investigated to date have overvalued their gifts, there is a reasonable basis to believe that all such donors have overvalued their gifts." Bates. "Depending on who you believe, the military authorities say we already have enough nuclear weapons stockpiled in the world to kill everyone 20 to 40 times," Mrs. Bates said. The movement's first concern is to "stop competing with other countries to see who can invent the most sophisticated, technological method of killing people," she said. Total disarmament is the eventual goal of the movement that has became affiliated with a 1978 disarmament conference in New York.

Mrs. Hamilton, who was noted for her handiwork and artistic ability, won the Distinguished Woman Award from the Utah Farm Bureau. I Received Education in Germany, receiving BA Degree at BYU, 1936-1947. He studied in Germany with Paul Sterzel, Stettin. Conducted Utah's 1st Baby Orchestra, 1932-35, in Richfield. He was accomplished violinist and teacher throughout the State. Has worked with over 30,000 public school students and 900 Private students.
Member of Utah State Symphony, Lived in Provo 45 years, moving to Orem two years ago. Member of Provo High School faculty, 1935-68. Served as conductor Springville Civic Orchestra. Served as adiudicator at many music contests and festivals. Taught music in Millard County and established Hilgendorff School of Music for violin, Piano, voice and dance in Richfield.
Taught at Provo High, Dixon and Farrer Jr. High and Provo Elementary Schools. Member American String Teachers Association, California Western String Teaching Project (serving as chairman;) Member M.E.N,C. and Utah Music Educators. Played in Utah Valley Symphony.

LAYTON -Keith Gordon Campbell, 74, died Monday, March 8, 1982, in the Davis North Medical Center in Layton. Born January 7, 1908, in Providence, Utah, the son of Ezra T. and Lucy Pickett Campbell. On August 12, 1931, he married Clista Christiansen in Logan. The marriage was later solemnized in the Logan LDS Temple.
Mr. Campbell had been the owner and general manager of Keith Supply, in Ogden, prior to his retirement. He was a member of the Layton 20th Ward, and had served in the Ogden Temple Presidency, from 1975 to 1978. He had lived in Providence, Preston, Ogden, and Liberty, prior to moving to Layton in 1976. He was a businessman. carpenter, and civic worker, served as County Commissioner in Emery in 1926, school board member, Emery County Bee Inspector and Secretary-Manager of Utah Beekeepers Assoc He was an active member of the Latter Day Saints Church, having served in the following capacities: Missionary 1904-1906, Sunday School Superintendent, YMIA President, Bishop 1924-1927, High Councilman. Survivors: wife, three sons, and 13 daughters.

N3 Blanche W. Woods OGDEN -Blanche W. Woods, 86, died Sunday, March 7, 1982 in an Ogden Nursing Home following a long illness. She was born January 11, in Ogden, a daughter of James and Julia Winger Welch. On November 23, 1921 she married Herbert Woods in Ogden.
The marriage was later solemnized in the Salt Lake LDS Temple. Mr. Woods was plant superintendent for Del Monte in Ogden. He died April 21. 1970.
She was a life-long resident of Ogden. Her activities resulted in much world wide travel. She was a graduate of Ogden High School and the Thomas Dee School of Nursing. She served as President of the Dee Hospital Nurses Association and President of the Utah Nurses Association. She had been Director of the Nurses Registry.
In 1957, she represented Utah at the Quadrennial Congress of the International Council of Nurses in Rome, Italy. She was a past member of the Soroptimist and Kiwanis Auxiliaries of Ogden. She had served in other Civic and Social Organizations. The Woods family was selected by State Newspapers in 1940 as Utah's Typical Family for a contest in New York City as America's Most Representative Family. In 1940, Mrs.
Woods was named by Governor Herbert Maw to the "This is the Place" Monument Commission in Salt Lake City. She was a member of the Highland LDS Ward and had served in the various auxiliary organizations of the Church. Surviving are a son and daughter, Herbert Dee Woods, Hollywood, California; Mrs. Albert (Alice) Steinbach, Grosse Point, Michigan; one grandson, Joel Steinbach, also a brother and sister, Harold L.
